Eagle Trophy in July
ITANAGAR, Jun 25: Arunachal Pradesh Football Association (APFA) will conduct the State level 6th Eagle Trophy Football Tournament, 2015 from the last week of July at Rajiv Gandhi Stadium, Naharlagun.
Besides all the registered football clubs few unregistered clubs and teams will also be allowed to participate in the ‘open to all’ tournament.
Teams and clubs willing to participate in the tournament are advised to confirm their participation on or before July 20, according to an APFA release.
Meanwhile, APFA suggested football players (both boys and girls) of the state to get themselves registered with AIFF before July 15.
As per AIFF rule, players’ registration is a must to participate in any football tournament conducted by AIFF.
The registration of players has already started at APFA Office, Naharlagun.
NCF distributes dustbins
ITANAGAR, Jun 25: Nature Conservation Foundation (NCF), an NGO engaged in activities of forest and wildlife conservation in and around Seijosa has distributed 20 dustbins to be placed in different locations of Seijosa town.
The dustbins were handed over by Amruta Rane, Coordinator, Arunachal Unit, NCF to the Additional Deputy Commissioner, Seijosa who further distributed it to the Baazar secretaries of different markets.
Speaking on the occasion Rane said that distribution of dustbins is just the starting point towards living in a clean and hygenic surrounding and that the habit of disposing waste materials properly should become a habit and be practiced by young and old.
While lauding the organisation for its generous contribution and the other efforts put in the preservation and conservation of wildlife and forest in the area, ADC T R Tapu exhorted the members present to realise the need for maintaining a clean environment. DSE urged to take action against unrecognized institution
ITANAGAR, Jun 25: Expressing concern over the establishment of various unrecognised private educational institutions in East Kameng district, the district unit of the International Human Rights Association (IHRA) today submitted a memorandum to the Director of School Education asking him to initiate immediate action against such institutions.
The Association has further demanded the DSE not to accept school leaving certificates of the students from those institutions and also urged him to conduct an inquiry on the the issue within a week.
Meeting held on new education policy
ITANAGAR, Jun 25: A joint meeting of all BEOs, BRCCs, CRCCs of Papum Pare district was held at Pedagogy cell, URC building, Naharlagun in presence of the DDSEs of Papum Pare and Capital Complex in order to formulate the formation of district level, block level and village authority for coordination, suggestions and compilation of the issues of education as proposed and initiated by MHRD, GoI, under the New Education Policy 2015 aiming to ensure an inclusive participatory and holistic approach for school education.
District coordinator, pedagogy and planning, Dr AK Mishra, presented the details of the issues and discussed with all the educational functionaries of the district to act and adopt as per the govt guidelines.
The themes related to elementary, secondary and higher secondary education were thoroughly discussed as per the govt. order and formation of the district, block and village level authority for coordination, consultation and compilation of draft policy document was decided to be done at each level following government norms.
Both the DDSE’s highlighted the issue of shouldering responsibilities from all level i.e., administration, educational functionaries, SMC, panchayat leaders and villagers.
They also directed the BEOs, BRCCs and CRCCs to coordinate and consult with all the stakeholders at village as well at block level.
‘Set criteria for school establishment’, ECDS
ITANAGAR, Jun 25: The Education and Cultural Development Society (ECDS) urged the state government to adopt policy for one primary school in each Anchal Samity and set criteria for establishment of primary, middle, secondary and higher secondary schools.
Claiming that village level education has been badly affected after launching of SSA Mission and establishment of primary schools at every village under SSA without seeing the students’ population, the ECDS stated that a survey should be carried out by the authority in order to identify those schools that are lying defunct or are on verge of defunct for want of pupils.
Rapid migration of people from interior areas to urban areas is not only resulting in decrease in student population in schools of interior area but also has burdened the schools in urban areas with increasing number of students, particularly twin capital cities of Itanagar and Naharlagun, it said.

A disaster waiting to happen
Dear Editor,
Since the blockade of Karsinga Sinking Zone I often visit this place where I find hundreds of passengers that daily cross this block point by walking a long distance whilst carrying their belongings. Many people have come to this point as load carriers.
Passengers prefer to walk the distance rather than taking the alternative but longer

On 18th June 2015, I found the site Engineer Nangbia Tedi at this block point and was told that an alternative road of about 600 m distance would be developed. Four huge machines with engines roaring were cutting few chunks of small hills for developing this temporary road.
On June 20, around 10.20 AM, I reached this block point where I found a Falkland Excavator was dumped under a landslide on the temporary plan site whose operator was lucky enough to escape from his imminent death as his door was covered by debris from the landslide.
After sometime a backhoe was in action trying to dig out the buried machine. It was in action for a while and I was taking photos as well as videos of the rescue work from a safe distance. There were few people near the rescue site; one man was also taking a video with his phone.
I was trying to capture the entire landscape that included the road and the people present. On pressing the record button and scanning the entire area, I shifted the focus to the top of the hill and saw large chunks of soil falling from the hill, almost immediately a landslide followed and covered the backhoe and blocked the rest of the road. The operator of this machine too had a close escape and the people near the site ran for safety.
Thereafter this portion of the road was blocked. Police personnel soon arrived at the site and declared that the no one should cross the road due to its high risk factor.
By the time I left the area, at around 3:30 PM, people had already imprudently begun to cross the road.

I would like to bring forth the issue of non publication of result of the written objective test conducted by Guwahati High Court, Itanagar, Permanent Bench for the post of senior personnel assistant Grade II, through the columns of your esteemed daily.
The exam for the post was held on 08.03.15. However, the result of the exam has still not been declared after passage of three months.
I am afraid and apprehend that some anomaly has crept in the whole process.

Dear Editor,
I am writing regarding my grievances. I am from Basar and I have had some work in the Industry Dept. and I was told to meet the Extension Officer stationed at Basar. Despite my search I couldn’t find any industry office in Basar. Through some relatives I came to know about his parental house. When I went there I learnt that he doesn’t live or work in Basar even though he holds the position in Basar and lives in Itanagar. It’s been 2 years since I am trying to reach him without any success. When I finally met him, he had to leave early back to Itanagar and my phone calls are never attended.
The problem is that it is not feasible for me to go to Along all the time since I have no vehicle or much money or time.
Through this mail, I would like to bring awareness and notice towards such absentee officers and also request the District office to take strict action against such officers who just lives off Govt. salary without doing any work and engages in other business.
Where do we go when the concerned officer is absent from his post year long?

Rijiju meets Suresh Prabhu to improve railway connectivity in Arunachal
ITANAGAR, Jun 25: To improve railway connectivity in Arunachal Pradesh and to review the existing facilities in the railway network, Minister of State for Home Affairs Kiren Rijiju today convened a meeting with Union Railway Minister Suresh Prabhu and senior officials of the ministry in Delhi.

ITANAGAR, Jun 25: A team of Police personnel has been accused of brutality on an alleged absconder, namely, one Lezen Gyadi when he was being arrested in connection with SE Rupa assault case no.14/15 U/S 452/384/307/506/34 IPC read with section 25/27 of Arms Act from Itanagar area on Wednesday around 8.45 pm. The relatives of Lezen Gyadi claimed that he was brutally assaulted by a group of police personnel led by Rupa SDPO Kardak Riba and OC Rupa B Pussang.
The police team took Gyadi to Itanagar Police Station but later rushed him to RKM Hospital during midnight. The doctors at RKM Hospital recommended for evacuating him to Shillong for further treatment considering his health condition.
Rupa police were on a lookout to arrest Gyadi for the SE Tanu Loriak assault case at Rupa in West Kameng district of May 5.
“He was mercilessly beaten by the police team and they broke his neck and tried to strangulate him with an intention to murder”, alleged Pebo Gyadi, the victim’s elder brother. “He was continuously kicked on the neck and back even after being handcuffed”, rued Pebo while claiming that his brother was inhumanely treated by police.
Gyadi could have surrendered earlier, but the manner in which the case is being dealt by the police is highly suspicious and questionable, said another relative. There is a political pressure as the accused who were arrested on May 5th for the SE assault case have been allegedly given third degree measures by the police, he added. A FIR against the SDPO and his team was lodged by the family members with Itanagar PS which was received by SDPO Itanagar Techi Henyir at RKM Hospital.
Meanwhile SDPO Rupa Kardak Riba who is also the investigating officer of SE Rupa assault case had denied the allegations claiming that his team did not assault Gyadi physically, however, he said, the accused might have got injured when the police team tried to arrest him. “When we tried to arrest him (Gyadi), he attempted to flee from the scene and in the ensuing melee, Gyadi fell down and might have sustained injuries”, claimed the SDPO. He also denied neither of any political high handedness in the case nor of any pressure from outside to arrest the accused. Meanwhile, the Chief Judicial Magistrate Yupia has reportedly given a month’s transit bail to the accused on medical grounds.
Expressing shock at the alleged police brutality, All Gyadi Youth Welfare Association has condemned the police act in strongest terms. In a statement, the association advisor Rahim Gyadi said that police has no right to mercilessly beat the accused on pretext of arrest. The association demanded that strong action be initiated against the police officers for unleashing terror on the accused.
Wangsu takes stock of CMUHIS at Dibrugarh hospitals
ITANAGAR, Jun 25: Kanubari MLA Gabriel D. Wangsu, accompanied by Mohanbari Additional Resident Commissioner MC Roy visited three empanelled hospitals under the Chief Minister’s Universal Health Insurance Scheme in Dibrugarh, Assam on Wednesday.
The MLA made the visit there on request of state Health and Family Welfare Minister Rajesh Tacho to take stock of the situation following complaints that some people were refused treatment in those hospitals.

Safe places during disaster earmarked for Capital Complex
ITANAGAR, Jun 25: A coordination meeting on disaster management was held today in the chamber of the Deputy Commissioner Itanagar Capital Complex, Mige Kamki with all the line departments.
As the incessant rain has already caused much devastation resulting in loss of lives and properties to the denizens of the Capital Complex and further as monsoon has already approached, fear of more devastation cannot be ruled out. Therefore, the objective of the meeting was to identify and notify few places which could act as emergency safe shelters during disaster situations.
The DC called upon the stakeholders to play active role as disaster doesn’t come knocking. “We need to be alert to tackle any kind of crisis, the DC added. He urged the officers to work in coordination with each other and further directed them to furnish a detailed list of all the men and machineries available with their respective departments which could be used during the time of crisis. The DC also appealed the residents of Capital complex not to make houses near river beds or nallahs or indulge in illegal earth cutting causing more harm to the injury.
He further asked the forest officers to prepare a proper strategy to remove all the low lying trees that are posing threat to the public. He also directed the Power Department to identify vulnerable areas which may be notified as danger zone for public safety and security.

Tezu police bust a gang of burglars, arrest four
TEZU, June 25: Tezu police yesterday busted a gang of burglars and arrested four persons and recovered huge quantity of stolen properties from their possession. The arrested persons were identified as Jeet Bdr. Chetry, 24 yrs and Kul Bdr. Thapa, 29 yrs and receivers of stolen properties Rajen Mura, 36 yrs and Kani Lama, 23 yrs of the Tribal colony, Tezu.
The Gang was operating in Tezu and its surrounding area for a long time and was involved in many cases of theft and burglary, and within a short span of time many cases of burglary were reported at Police station Tezu, informed Lohit SP in a release.
However, acting on a tip off, a police team consisting of Inspector M. Lego, OC PS, SI R.K. Deori, SI M. Dirchi, SI(P) B. Mossang, L/SI N.E.C. Thoomten, L/SI C. Lowang, SI(P) K. Tajang, ASI M. Borah, L/Ct. N.O. Munglang and Ct. C.E. Khen finally arrested all the four accused.
During sustained interrogation, the accused disclosed that they had committed several burglaries in the surrounding areas of Tezu with their associates. With the discloser, 9 cases of burglaries and one case of theft have been solved.

Myanmar army moves closer to border with India to choke NE insurgents
NEW DELHI, Jun 25: Closing in on the militant camps operating in Myanmmar, the army of that country has positioned itself nearer the Indian border in a bid to choke the supply route of insurgents after surgical strikes by Indian forces earlier this month.

The sources said that by positioning themselves along the border with India, Myanmmar's forces are not allowing anyone from Indian side to carry ration more than two kilograms to cross the border which is expected to leave the insurgents short of supplies.
The presence of Myanmmar's forces has helped increase vigil along the border with Indian forces already keeping a hawk's eye on the movement in the hilly areas, they said.
The insurgents operating in North Eastern region of the country often threaten villagers asking them to provide them with daily provision, food supplies and intelligence about the movement of forces, they said.
This movement of villagers has now been blocked because of the increased presence of uniformed men on both sides of the border having a difficult terrain and dense forests which provide a hideout to the insurgents and their informers.
The coming of the two forces close to each other on either side of the border will also increase the understanding between them which will further facilitate smooth carrying out of operations against the insurgents, they said.
In an attack claimed to be surgical strikes, Indian Army commandos had hit two camps of insurgents at two locations along the Nagaland and Manipur borders with Myanmmar, inflicting serious damage on insurgents.
The action was in retaliation to an attack on an army convoy in Chandel in Manipur on June 4 when 18 soldiers were killed.
